The original graph pictured a hunting or fishing net: an outer frame with cords crossing inside it to make the mesh. ⺳ is the flattened version of that picture used when the net sits on top of a character — the frame has been reduced to a wide top stroke, and the crossing cords to the two short slanted strokes hanging beneath it, with the sides pulled in. You can still see the netting in 罔 'deceive' (catching someone in a net) and in 罕, where a fine-meshed net stands behind the sense 'rare'.
