夂 began as a picture of a foot and lower leg, drawn pointing downward as if stepping down or arriving from above, which is why it so often sits at the very bottom of a character. In the modern shape you can still read the picture: the short top stroke is the leg, and the two crossing strokes below spread out like a foot planted on the ground. You see it under 各 (a foot arriving at a place), 冬, 条, 复 and 夏. It looks much like 攵 and the old 止 'foot', and in many characters the modern forms have blurred together, so the exact original stroke it came from is not always clear.
