尣 is a variant shape of the "lame" component, built on the standing-person figure 儿, whose two strokes are a person's legs seen from the side. In 尣 the top part is written as the two short splayed strokes 八, showing legs that bend or splay outward instead of standing straight, so the whole graph pictures someone who cannot stand or walk properly.
