This is the squashed-down form of 水, which began as a picture of a stream: a wavy central line for the main current with short strokes on either side for the ripples and spray breaking off it. When 水 is written under another element it flattens out, the central line loses its lower hook, and the side strokes become the four scattered dots you see in 泰 and 黍. Be careful, though — several characters that show this shape at the bottom did not start with water at all: the lower parts of 求, 录 and 隶 come from quite different old graphs and only came to look like 氺 after centuries of writing changes.
