疋 began as a picture of a leg: the foot 止 at the bottom with the lower leg drawn rising above it, so it is close in shape and sense to 足. In the modern form you can still read the top strokes as the shin and the bottom horizontal-plus-hook as the sole and toes turned sideways. When it sits under a character it is often squashed or straightened, showing up as the base of 定, 是, 旋 and 楚, where it points to feet planted or feet moving.
