In its main use 罒 is the squashed, top-of-character form of 网 "net": the original graph drew a hunting or fishing net, a frame with crossed cords inside, and the four short strokes inside the flat box of 罒 are what is left of that mesh. This is the net you see catching wrongdoing in 罪, spread out in 罟, and set down in 置 and 署. But the same flat box also results from turning the eye 目 on its side, so in 德, 蜀, 睘 and 蔑 the 罒 is an eye looking out, not a net — you have to judge by the character.
