The old graph of 至 showed an arrow shot downward with a horizontal line beneath it marking the ground it struck — the point where flight ends. Later readers saw the top part as a bird coming down onto 土 earth, which gives the same idea of landing. In today's 至 the upper strokes are the flattened arrow or bird and the bottom horizontal is that ground line, so the shape still reads as something coming to rest on a surface.
