The oldest forms draw a chariot as if you were looking down at it from above: a long axle running across, a round wheel at each end, and the box the rider stood in between them. Over time the drawing was squeezed upright and simplified to one wheel: the modern 車 keeps the box in the middle (the 曰-shaped part), the long vertical stroke as the axle running through it, and the top and bottom horizontal strokes as the two ends of that axle. In 墼 it is not there for the meaning of carts but as part of 毄, the sound-and-sense element combined with 土 'earth' for a brick of unfired clay.
