韭 is a picture of chives growing: the long horizontal stroke at the bottom is the ground, and the leaves rise from it in a clump. In the modern form you can still see that base line with the upright strokes and their small side-slashes fanning out above it, like blades of a leek pushed up from the soil. The whole shape is one unit, not a combination of parts, and it kept its plant meaning in 韱 (wild leek) and in 齑, finely minced vegetables or meat.
