contributes the sense of being even · Kangxi radical 210

contributes the sense of being even, level, or all alike — things lined up at the same height

The oldest forms of 齊 show three (sometimes four) stalks of grain with their heads all reaching the same level, a picture of neatness and uniformity. A horizontal line was later added beneath the heads to mark the even edge they form, and this became the wide body of the modern character. In today's 齊 you can still read the top as ripe ears side by side, with the lower strokes as the stalks and the line that trims them all to one height.
