see (见) + arrive (到) = manage to see someone
到 carries the sense of reaching a destination, so 见到 is not just looking but completing the act — the encounter actually happened. Think of it as seeing with arrival: you got there and the meeting occurred.
我今天见到了我的老朋友。
wǒ jīn tiān jiàn dào le wǒ de lǎo péng yǒu。
I saw my old friend today.
你有没有见到那个新来的老师？
nǐ yǒu méi yǒu jiàn dào nà ge xīn lái de lǎo shī？
